Insider believes the Blue Jays lack of offense is not managements fault

Many fans have been blaming the Blue Jays lack of offense this season on GM Ross Atkins for not bringing in enough solid bats for this season.
Insider Chris Black took to social media pointing out that out of what was available apart from Shohei Ohtani, the Blue Jays ended up signing some solid players.

I hear a lot lately about "Jays didn't do enough in offseason to address hitting." But what I haven't heard at all is what the alternative moves *could* have been.
Can we all agree on some general facts?
Black believes that out of what was available, signing Justin Turner, Kevin Kiermaier and Isiah Kiner-Falefa was a good move by Atkins.
Kiner-Falefa has been having a solid season for the Jays but Turner and
Kiermaier on the other hand have been struggling immensely especially since they are both making over $10 million this season.
While these were decent signings when looking at the full picture, the lack of offense also falls on multiple returning players struggling to make contact.
