The Toronto Blue Jays have agreed to terms with a huge new prospects pitcher in Manuel Parra.

Toronto officially added Parra on Wednesday, signing the right-hander to a minor league contract. It is the kind of transaction that barely trends, yet it shapes your system in July.
Parra is listed at 6-foot-3 and 198 pounds, and he bats switch while throwing right.
Even without a loud scouting blurb attached, that frame is a good starting point for pro instruction.
This also fits the broader international push Toronto made as the new signing period opened last week. In that same wave of additions, Parra was mentioned as one of the right-handed pitchers joining the organization.
The Blue Jays have been busy lately as they signed multiple international free agents and also agreed to terms with former Boston Red Sox pitcher Brendan Pellucci.

Manuel Parra gives Toronto Blue Jays another project arm

The practical impact is simple, Parra becomes another lottery ticket in an area where Toronto always needs more tickets.
Pitching attrition is brutal in the low minors, and one extra healthy arm can save a staff.
What I appreciate is the timing, because this came right after Toronto's biggest international adds were already grabbing headlines. The organization kept working past the splashy names and kept filling the back fields.
There is also a subtle competitive angle here, the best player development groups win by stacking good ingredients. A sturdy right-hander with size gives coaches something to shape, and you only need one of these stories to hit.
If you are looking for a guarantee, this is not that kind of signing, and it never is. Still, I would rather see Toronto take lots of small, smart swings than leave roster spots unused.
Now the next milestone is spring games and complex-league assignments, because that is where a name like Manuel Parra turns from a line on transactions into a pitcher you can actually track.
