Sportsnet announced this morning that the Toronto Blue Jays projected payroll for the 2025 season is much lower than anyone expected and will likely restrict them from making any big signings.

Most believed that the Blue Jays would be going all in this off-season to sign so big names in hopes of putting together a solid roster after the disappointing season that was 2024.

Sportsnet reveals Blue Jays low projected payroll for the 2025 season

According to reports, the Blue Jays projected payroll for the 2025 season will be $211 million in which they already have $115 million in guarantees to 7 different players then they have the estimates for arbitration eligible and pre-arbitration salaries as well.
As things stand, FanGraphs' RosterResource projects the Blue Jays at a CBT payroll of $211 million for 2025, with $115 million in guarantees to seven players plus estimates for arbitration-eligible players and salaries for pre-arbitration players. -Davidi

Since the Blue Jays have so much money currently tied up that means that general manager Ross Atkins only has around $20-$25 million to work with this off-season which is why they will likely be out of the running's for massive signings such as Juan Soto.
That would give GM Ross Atkins some $20 million to $25 million to work with this off-season if that 2025 payroll estimate is accurate, which might help explain the Blue Jays' decision to put Genesis Cabrera, projected by MLB Trade Rumors to earn $2.5 million in arbitration, on waivers, with the lefty electing free agency after clearing. -Davidi

The Blue Jays have a lot of holes that need to be filled especially in terms of their bullpen and it looks like every dollar matters at this point since they only have a maximum of $25 million to work with.
