Blue Jays sign a pitcher and end up saving a ton of money

The Blue Jays announced quite a few signings yesterday including 2nd round draft pick RHP Khal Stephen.
Stephen signed for $1,116,750 when the normal slot value for the 59th pick is around $1.4 million meaning the Blue Jays saved over $200,000 with this signing.

Stephen is still very young but the Blue Jays expect great things from the right handed pitcher which is why his signing was a big priority following the draft.
